STEEAL TECH / LEGAL INFORMATION
Terms and conditions
Updated: 25 September 2026 · version STEEAL 2026-09-25.1. Basis: ARHAR terms, version 2026-09-14.2.
The website presents our equipment range and accepts non-binding enquiries. We do not currently provide an online shop, online ordering or online payment. These terms apply to transactions into which they are properly incorporated before the contract is concluded. Publishing this version does not amend contracts already concluded.
SteeAl Tech is a trademark of ARHAR INŽENIRING Logatec, d.o.o. The trademark is not a separate legal entity; the seller and contractual party is the stated company ARHAR.
1. Company and scope of application
The supplier is ARHAR INŽENIRING Logatec, d.o.o., Vodovodna cesta 7, 1370 Logatec, Slovenia, registration number 1245031000, tax number 71118462, VAT ID SI71118462. Contact: info@arhar.eu, +386 31 469 109.
The contractual seller and issuer of the sales offer and invoice is ARHAR INŽENIRING Logatec, d.o.o. (ARHAR). The buyer addresses questions regarding delivery, documentation, non-conformity and complaints to ARHAR. This also applies when, by agreement, the manufacturer delivers the goods directly to the buyer.
The terms govern the sale of equipment, tools, spare parts, materials, software and specially agreed services. A business customer purchases for the purpose of carrying out its business activities. A consumer is a natural person purchasing for purposes outside their trade, business or profession.
Special rules for consumers take precedence over general provisions that would limit their mandatory rights. The specific offer or contract takes precedence over the general terms and conditions insofar as such an arrangement is legally permissible.

2. Presentation, inquiry and conclusion of the contract
No binding order can be placed or purchase made on the website. Each transaction is agreed on the basis of an individual quotation or contract. The absence of an online shop does not exclude a distance contract: a contract concluded by e-mail or telephone may also be a distance contract if it meets the legal requirements. When selling to a natural person buying outside their trade or profession, mandatory consumer protection rules apply, including for machines and direct delivery.
The online presentation and submission of a non-binding inquiry do not in themselves constitute the conclusion of a sales contract. We define the configuration, price, delivery and other terms in the offer. Photos may show additional equipment or an application example; the scope of delivery is specified exactly in the offer. This statement does not exclude liability for misleading presentations or agreed characteristics.
The offer specifies the validity period and the method of acceptance. The contract is concluded when the buyer accepts the binding offer in the agreed manner or when the parties agree on its essential components. Payment of a pro forma invoice is deemed acceptance when this is clearly stated in the offer. For consumers, we provide the legally required pre-contract information and confirmations on a durable medium.
We provide the individual offer, general terms and conditions, and any other contractual annexes to the buyer before the contract is concluded. The version of the general terms and conditions is indicated in the offer. Changes to the website publication do not affect contracts already concluded.
We attach the general terms and conditions to the individual offer for both business customers and consumers. The offer expressly refers to them and states their version; the buyer receives the full text before the contract is concluded. For the agreed transaction, the incorporated version applies, even if the contract is concluded by e-mail. A later online publication or attachment to a later document does not in itself change an already concluded contract. Mandatory statutory consumer rights remain unaffected.
3. Configuration and scope of services
The offer defines the machine or equipment, accessories, processing options, tools, required software and interfaces. For any intended connection to the buyer's systems, verified compatibility conditions and necessary adaptations are stated.
Transport, unloading, installation, commissioning, training, program preparation, processing of customer orders, service support and preventive inspections are included in the scope expressly agreed in the quotation. Presentation of a complete solution does not mean unlimited free engineering or unlimited support.
For licences and subscriptions, the licence provider, users or workstations, duration, connectivity, included updates, any recurring costs and termination conditions are defined before conclusion. Consumers retain all mandatory rights regarding goods with digital elements and digital content or services.
4. Individual offers, prices and payment
For equipment supplied by ARHAR on the basis of an individual inquiry, no single fixed price list is used. The sales offer is prepared after prior verification of current prices and delivery conditions with the manufacturer or supplier, taking into account the selected configuration, additional equipment, quantity, and scope of delivery and services.
Any preliminary price estimate is explicitly marked as informational and does not constitute a binding sales offer. The individual sales offer defines the price, scope of delivery, payment terms, delivery time, validity period and method of acceptance.
ARHAR is bound by the issued binding offer within its validity period and under the conditions stated therein. After this period expires, the transaction requires renewed verification and confirmation of the current conditions. If the customer wants a different configuration or scope, an appropriately modified offer is prepared.
After the contract is concluded, the agreed contract price applies. A subsequent change in the manufacturer's or supplier's price does not by itself entitle ARHAR to unilaterally change this price. Any changes are agreed between the parties or on another legally permissible basis.
For business customers, it is clearly stated whether VAT is included. Before a consumer is bound by an offer or contract, they receive the total price including taxes and information about delivery and other additional costs. If the price cannot be calculated in advance due to the nature of the goods or service, the method of calculation is stated; if additional costs cannot be calculated in advance, the consumer is warned that they may arise. This arrangement does not exclude legal obligations to indicate prices and to respect the stated price.
The price or method of calculating the costs of installation, training, service and other services is determined in an individual offer or a separate agreement before ordering these services. Services outside the agreed scope are carried out by additional agreement on the content and payment. Any costs of rescheduling, repeat arrival or storage must be clearly agreed and justified in advance.
Payment terms are agreed individually. The amount and share of any advance payment, installments, payment deadlines, and the conditions for the commencement of delivery or performance are determined by mutual agreement of ARHAR and the customer in the specific offer or contract, before it is concluded. The General Terms and Conditions do not stipulate a mandatory 100% advance payment or a 30% deposit. Any subsequent change to the agreed payment terms requires a new agreement between the parties, without prejudice to the customer's mandatory statutory rights.
Earnest money must be expressly agreed, with its amount and purpose stated. An advance payment is not automatically treated as earnest money unless expressly agreed as such. The consequences of non-performance are assessed under the agreement and the law; earnest money does not exclude the consumer's statutory right to withdraw from the contract. Where advance payment is required from a consumer as a condition of performance, statutory interest is calculated and paid to the consumer unless a statutory exception applies.
The reference bank for interest-bearing conditional advance payment by the consumer is Nova Ljubljanska banka d.d., Ljubljana (NLB d.d.). When the conditions under Article 34 of the Consumer Protection Act (ZVPot-1) are met, ARHAR shall, upon delivery of goods, performance of a service or supply of digital content, calculate and pay the consumer interest on the advance payment at the interest rate at which savings deposits with a three-month term are remunerated at that bank. Statutory exceptions apply; among other things, the obligation does not apply where the advance payment is made less than three working days before delivery or before the start of service performance or supply of digital content. This is not default interest or bank compensation.
5. Supply and execution
Under an agreed direct delivery, the manufacturer dispatches the goods to the buyer for performance of the sales contract with ARHAR. Such a delivery method does not change the identity of the seller and does not transfer its mandatory statutory obligations to the manufacturer. The place, deadline, method of delivery and agreed services are specified in the offer or contract.
The delivery time and place, as well as the commencement of the time limit, are specified in the offer. Unless otherwise agreed for a consumer, the statutory period for performance applies. If circumstances affect the agreed deadline, we will notify the customer and explain the proposed solution and their rights. A general reference to force majeure does not exclude all statutory rights of the customer.
For business customers, the method of delivery and transfer of risk are defined in the contract; when Incoterms are used, the rule, place and version are stated. For consumers, mandatory statutory rules on transfer of risk apply, generally upon physical receipt of the goods. A postponed date is not automatically equated with transfer of all risk to the consumer.
6. Installation, safety and handover
Before execution, we define the conditions of the space, access, load-bearing capacity, connections, extraction, unloading and safe work, as well as the responsible party for ensuring them. The buyer provides the necessary exact data; within the agreed professional task, ARHAR points out any identified ambiguities or inadequacies. Costs resulting from changes or unfulfilled conditions are settled according to the offer and the law.
We do not carry out requests that are technically unsound or unsafe merely because the buyer signs a statement accepting responsibility. At handover, a record is made of the work performed, documentation delivered and any deficiencies. Signing this record or remaining silent does not exclude the buyer's rights concerning latent defects or statutory lack of conformity.
Manufacturer documentation and its delivery
For the specific delivered product, model or series, ARHAR provides the customer with the manufacturer's documentation: operating and safety instructions, declarations and statements of conformity, and other prescribed or agreed evidence, depending on the type of product. We obtain the documentation from the manufacturer and forward it to the customer in its original form or with the required appropriate translation. The issuer of the manufacturer's statement or declaration remains the manufacturer named on the document; by forwarding it, ARHAR does not issue a new statement in its own name.
Instructions and the manufacturer's declared data apply to the specific delivered product, taking into account the agreed configuration and operating conditions. ARHAR provides the legally required language, form and timing of documentation delivery; where regulations require paper documentation or marking on the product or packaging, e-mail alone is not sufficient. We provide the prescribed information before conclusion of the contract, and the remaining required documentation within the prescribed period, usually no later than upon delivery or before first use, if this is necessary for safe use.
If the documentation is missing, unclear, or does not match the delivered product, the buyer shall contact ARHAR, which will arrange the necessary supplement or clarification. Forwarding the manufacturer's documentation does not limit ARHAR's liability as seller, the agreed characteristics of the goods, or the buyer's mandatory rights. The manufacturer's warranty does not replace the statutory warranty of conformity.
7. Service packages and support
A special service package applies only if expressly agreed. Duration, service area, working hours, reporting method, response time, number of included visits, scope of remote support, travel expenses and exclusions are specified. The response time is not the same as a guaranteed time for remedying every fault.
If the buyer wants a service package, ARHAR coordinates the proposed scope and terms with the manufacturer of the specific equipment. The package is included in the delivery only when the buyer and their contractual provider expressly confirm the written offer or a separate service contract. It also specifies whether the services are provided by ARHAR, the manufacturer, or an authorized service technician, and who is responsible for the agreed performance.
The 48-hour response applies only if it is expressly included in the specific confirmed service package. The agreement defines the start of the time limit, working or calendar hours, the response method and the conditions for providing the required information and access to the equipment. Response does not automatically mean the arrival of a service technician on site or rectification of the fault within the same time limit. The number of visits, phone contacts or preventive inspections is not the same for all manufacturers.
Additional services, spare parts, licences and travel expenses are paid to the extent defined in the confirmed offer or service contract. A special service package is an additional service and does not condition or reduce the buyer's statutory rights due to defects, non-conformity or mandatory warranty. The terms of an already concluded service package cannot be unilaterally changed merely because the manufacturer's terms are changed later.
8. Defects, non-conformity and warranty
Business customers report defects and assert claims in accordance with the Obligations Code and any permissible contractual arrangement. Any liability limitations do not apply where the law does not permit them.
The seller is liable to the consumer for lack of conformity of goods in accordance with the Slovenian Consumer Protection Act (ZVPot-1). This is separate from the manufacturer's warranty. For goods, statutory liability applies to a lack of conformity that appears within two years from delivery; for used goods, a shorter period may be expressly agreed, but not less than one year. The consumer must notify the seller of the observed lack of conformity within two months of discovery, describe it and allow inspection.
If a non-conformity becomes apparent within one year of delivery, it is presumed to have existed at the time of delivery, unless the seller proves otherwise or the presumption is incompatible with the nature of the goods or the non-conformity.
The consumer may require the goods to be brought into conformity free of charge, normally by repair or replacement, in the order prescribed by law. Where the statutory conditions are met, the consumer may then obtain a price reduction or terminate the contract. The law also provides for immediate price reduction or termination in specified cases, including a special right where a lack of conformity appears less than 30 days after delivery. Termination is not available for a merely minor lack of conformity.
Conformity must be restored within a reasonable time, as a rule no later than 30 days from notification, with a legally permitted and previously justified extension of up to 15 days. The rules for digital elements, digital content and services apply according to the actual type of supply. A warranty certificate is issued when a warranty for the goods concerned is mandatory or agreed; the warranty does not reduce the statutory guarantee of conformity.
If the existence of a non-conformity is disputed, we will notify the consumer in writing within eight days of receiving the lack-of-conformity claim. In the case of a justified withdrawal due to non-conformity, we will refund the amount paid immediately, at the latest within eight days of receiving the goods or proof that they were sent back. In the case of a justified reduction in the purchase price, we will refund the corresponding amount within eight days of receiving the claim.
9. Consumers: distance contracts and off-premises contracts
This section applies to a buyer purchasing as a consumer for private purposes. A distance contract is a contract concluded within the framework of an organized distance sales scheme, without the simultaneous physical presence of the parties, using exclusively means of distance communication up to the conclusion of the contract, for example e-mail or telephone. An off-premises contract is, among other things, a contract concluded in the consumer's home in the presence of both parties; the law also provides for other cases. Delivery or installation at the buyer's premises alone does not determine where and how the contract was concluded.
A business customer purchasing equipment for its own business does not acquire a consumer's 14-day right of withdrawal without giving a reason merely by ordering by e-mail. Its rights in case of non-performance or defects and any specially agreed withdrawal remain governed by the contract and the law.
When statutory rules on distance contracts or off-premises contracts apply, the consumer generally has the right to notify withdrawal within 14 days without stating any reason. For goods, the period generally runs from receipt; for services or digital content not supplied on a tangible medium, from the conclusion of the contract. For special methods of delivery, the statutory rules on the start of the period apply.
You may communicate the withdrawal by an unequivocal statement to info@arhar.eu or by post to Vodovodna cesta 7, 1370 Logatec. Use of the form is not mandatory. The consumer must generally return the goods no later than 14 days after notifying withdrawal. The direct cost of return is borne by the consumer only if they were properly informed in advance and no statutory exception applies. For goods that cannot be returned by ordinary post, we define the costs appropriately before the conclusion of the contract.
We refund received payments without undue delay, at the latest within 14 days from the notice of withdrawal, together with the cost of the cheapest offered standard delivery. In the sale of goods, the refund may be withheld until receipt of the goods or proof of dispatch, unless we offer collection ourselves. We use the same means of payment, unless expressly agreed otherwise, at no cost to the consumer. The consumer may be liable for diminished value resulting from handling beyond what is necessary to establish the nature, characteristics and functioning of the goods, where the statutory conditions are met.
We use exceptions from the right of withdrawal only when they are actually fulfilled, for example for goods made to precise instructions and adapted to the consumer's personal needs. A normal order of a series machine from the manufacturer is not, by itself, such an exception. We arrange an early start of the service or digital supply with the necessary explicit requests, consents and confirmations; a general tick in the terms is not sufficient.
Information and contract confirmation
Before the consumer is bound by a contract or offer, we provide the company details and contacts, essential characteristics and the agreed delivery configuration, the total price with taxes and additional costs or the permitted method of calculating them, payment and delivery terms, complaint handling, and information on statutory warranties, any guarantee and agreed support. For ongoing contracts, we specify the duration, minimum obligations, recurring costs and termination conditions. For software, we also define functionality, technical limitations and known compatibility and connectivity conditions. The specific offer contains data that depend on the selected equipment.
Information on the right of withdrawal, the procedure, return costs and any applicable exception, as well as the withdrawal form, is provided to the consumer before conclusion. In distance sales, we provide confirmation of the concluded contract and the required information on a durable medium, for example by email, at the latest upon delivery of the goods or before the start of the service or digital supply. For contracts concluded off-premises, we provide the pre-contract information and a copy of the signed contract or confirmation on paper or another durable medium if the consumer agrees to this. A link only to a website whose content can be changed does not replace the handover of these documents.
When concluding a distance contract by telephone, we provide the consumer with confirmation of the offer on a durable medium. The contract is concluded when the consumer signs the offer or sends a written statement of acceptance. An informational telephone conversation and an online inquiry are not, in themselves, an order.
Deadline and method of withdrawal
For multiple items in one order delivered separately, the 14-day period starts on receipt of the last item; for goods supplied in several shipments or parts, on receipt of the last shipment or part; for regular delivery of goods over a specified period, on receipt of the first item. Receipt means the consumer or a third party designated by the consumer, other than the carrier, taking actual possession. To withdraw in time, it is sufficient for the consumer to send the statement before the expiry of the period. If the statutory withdrawal information was not provided, the period is extended in accordance with ZVPot-1: by one year after the expiry of the original period, or until 14 days after receipt of the information, if the consumer receives it within that period.
Return of larger equipment
The goods are returned to ARHAR INŽENIRING Logatec, d.o.o., Vodovodna cesta 7, 1370 Logatec, or to the person authorised by ARHAR to take delivery. For a machine or other equipment that cannot be returned by ordinary post, we state before the contract is concluded the direct return costs or a reasonable estimate of the maximum costs when the exact amount cannot be determined in advance. The estimate takes into account the specific equipment and the place of collection. If the consumer is not informed that they bear the return cost, they shall not bear that cost. Transport coordination does not affect the validity of a timely withdrawal declaration.
If, in a contract concluded off-premises, the goods are delivered to the consumer's home at the time of conclusion of the contract and, due to their nature, cannot usually be returned by post, we collect them at our own expense. For a timely return, dispatch before the expiry of the 14-day period after the withdrawal notice is generally sufficient, unless we offer our own collection.
Services and software before the withdrawal period expires
We start a paid service before the withdrawal period expires only at the consumer's explicit request and with the consents required by law; in contracts concluded away from business premises, the request is made on a durable medium. If the consumer then withdraws before completion of the service, they may, where the statutory conditions are met, owe only a proportional part of the service performed up to withdrawal. This obligation does not arise if the required information was not provided or if the consumer did not request early commencement. The right to withdraw from a paid service is lost only once it has been fully performed, provided the consumer previously gave explicit consent to commencement and confirmed that they would lose the right upon full performance.
For paid digital content supplied without a tangible medium, the consumer loses the right of withdrawal at the start of performance only if they have previously expressly consented to the start within the withdrawal period, acknowledged the loss of the right and received the required contract confirmation. If the required consents or confirmation are missing, the costs of such supply do not burden them in the cases provided by law. Software is not excluded from the possibility of withdrawal merely because it is a licence; for software on a medium, digital services and goods with digital elements, we assess the actual type of contract.
Withdrawal form
Use it only if you want to withdraw from the contract. You may also send your unequivocal statement. Send the completed form to info@arhar.eu or to the postal address below; downloading the form does not submit it.

10. Complaints and dispute resolution
We accept complaints and claims at info@arhar.eu or at the company address. We provide a response and action within the statutory time limits applicable to the individual type of claim. Before court proceedings, we strive for an amicable solution.
ARHAR INŽENIRING Logatec, d.o.o. does not recognize any provider of out-of-court consumer dispute resolution as competent to resolve a consumer dispute that a consumer could initiate under the Act on Out-of-Court Settlement of Consumer Disputes. We handle complaints directly. If the complaint is not upheld, we also inform the consumer of this in the reply on a durable medium. This notice does not limit the consumer's right to judicial protection or other legally available remedies.
Mandatory rules on jurisdiction and law apply to consumer disputes. Under these terms, we do not unconditionally designate the courts in Ljubljana as exclusive. Any agreement on jurisdiction for business customers is defined separately and in accordance with the law.
11. Personal data and changes to the terms
We process personal data in accordance with the personal data protection notice. Merely visiting the site does not constitute conclusion of a sales contract or acceptance of its terms. Acceptance of the sales terms is not consent to analytics, newsletters or advertising tracking. Optional Microsoft Clarity analytics is enabled only with separate consent in the privacy notice; refusal does not restrict browsing or submitting an inquiry.
For a particular contract, the version of the terms received by the buyer before conclusion and duly incorporated into it applies. A later change to the website publication does not alter an already concluded contract. A particular invalid provision is assessed under the law; it does not automatically affect all other agreements.
